We closed the board for a week redefining rules. How do I now force all users to read one thread, and not allow them to view the rest of the forum until they have posted they agree to the new TOS?

Is there a way to do this with user permissions? I thought I remembered a How-To and I thought Kerry-Anne or Floris wrote it. I have searched for it and cannot find it.
