It doesn't say you are missing a div, it says:

The mentioned element is not allowed to appear in the context in which you've placed it; the other mentioned elements are the only ones that are both allowed there and can contain the element mentioned. Like I said, read what it says. It puts that text there to help you, not just to fill in the page.
