It is not possible since 3.0... for one reason... a little bit confusing:

When you open the smilies popup, it is identified to be owned by the present textarea ID you are using... each time you change the page, the textarea ID change., so it is impossible for you to use the same popup window for two different textareas, because the script does not recognize the new one...
