Sticky Threads are typically only allowed to Administrators and possibly Moderators in certain forums or there own forums.

All you have to do is hit post reply and scroll down underneath the post icons and see the next table with options, find where it says Thread Management and check the box for Stick This Thread after you submit your message, then hit the Submit Reply button.
