Seriously -- If you're serious about your website and you won't pay $300 - $400 + for custom work (300 - 400 is extremely cheap if you ask me) then you have three options. Have a standard, uninteresting site. Learn how to do what you need by yourself. Or give up entirely.
As for the $60 - 70 range.. you get what you pay for. I imagine someone who takes pride in the work they produce would know that custom design should be at least $1,500.
Then again, for $1,500 I'd imagine you would get a full blown completely custom website design. $60 - $70 you get someone to go into your cpanel and change a few of the default css attributes.
But as I said, if you want your website to be anything special, be prepared to spend thousands of dollars. OR create it yourself.
