If your language on your forum is utf8, you have to edit the chatbox xml language file before.

To correct your problem, you can try edit your language settings and set type to be utf8 back.

The english language file is not utf8 by default as vBulletin isn't either by default.

Log admin action is called in the cron task. Are you sure you uploaded files in the good directories ??
