Any way to put HIDE tag before a specific bbcode say url in specific forum?

I mean, when somebody in forum (say forumid=24) puts a link in his post it obligatory becames not only URL tag but also HIDE and be hided with principles on which this hack works.

Here I put the request here and would be thankful, if anybody will join me in writing extention to this hack that makes obligatory of putting hide tag before urls in specific forums https://vborg.vbsupport.ru/showthread.php?t=175116

If one like HARD change of posts text in database with query it is here http://www.vbulletin.com/forum/showthread.php?t=265701, but not suggested.
