Yes. Go to admin cp > Vbulletin Options > Style and language settings > Allow Users To Change Styles make it "Yes". Now your members can choose which skin they would like to use.

How do you do that? I'm using the same vB message board, just different forums (sections).

I cannot find the options for choosing which forums (sections) I want to upload a style for
