It's an option in their User CP. To make it so it is the default for new users, go to Admin CP > vbulletin options > User Registration Options > Default Registration Options and put a check mark next to display avatars. And, also go to vboptions > User Picture Options > Avatars Enabled . And, to make sure they are allowed to upload them, Usergroup > Usergroup Manager > edit the usergroup > Picture Uploading Permissions > Can Upload Custom Avatars (and a few other options underneath that)
