I was just trying to figure out why it wasn't working, not necessarily trying to fix it because, as you said, you shouldn't have to. It should work. I was trying to figure out if it was maybe a bug cuz then you should post a bug report.

Actually, since this is all default, the best place to bring this up may be over at vbulletin.com. They can help figure out what is going on and then maybe suggest that you do a bug report.
