Try the following:

Internet Explorer/Tools/Internet Options/Advanced/

Scroll down to Security

Set the option 'Do not save encrypted files to disk'

That worked for me.

Try a Google search for "cannot download file could not be written cache" - this seems a widespread problem when downloading pdf files.
