It depends what you have to attract people. New content is one thing, but all mine comes from the members. Go to other forums which have similar interests, or perhaps overlapping interests, and either join in there with a link in your signature (if allowed) and post often, or just respectfully ask for a link exchange.

Whatever you do, do not do what a guy did while trying to copy my main place. He contacted me with a 'business proposition' - I did a little googling and found his place. It was a direct copy of mine, including copy and paste site rules and forum layout (a few minor differences here or there). He was also offering a hundred dollars to the best poster every month. I check there every so often - he gets maybe a dozen posts a month and he doesn't post himself.

It takes time to build up a membership - sometimes years. Patience and interaction is required. Stick with it.
