As for the activation emails, I always seem to get them sent to my Spam folder if I register with my yahoo email address. There is something with the filtering that does that. There was actually another thread here recently about this and the site admin was gonna write to yahoo about that. I'm not sure if he ever got an answer. I seem to recall once reading someone's analysis of why the emails end up in the Spam folder - it had to do with what words were used and how often and such. You may want to try to rewrite it - make it longer and more specific to your forum. That might help it to be accepted as 'real' email. I am not sure about why it would say it is 'unsafe'. Was this a pop-up warning or just a generic warning given to all emails that end up in the Spam folder?
