Please download a fresh copy of vBulletin 3.6.8 (or whichever version you are using) and extract the config.php.new file. Delete the old config.php file from your server and upload the new config.php.new file.Rename config.php.new to config.php and edit this file. I also suggest you change your passwords.

In addition, a modification may be causing this, so disable your modfications to see if it goes away.
