I need to create a page that only gets displayed once or to unregistered users.

Basically when a user arrives at my domain I show them a page with a simple disclaimer.

Join or don't

If they click join they get sent to the user agreement and registration process; Once they confir they never see the page again. If they opt not to they are routed somewhere else until they come bacj, then they 'll see that page again until they register.

Any ideas?
