1. You need to read up on hotmail filter rules and find out why they are filtering your mail.

2. The filtering has nothing to do with whats set in a usergroup or in the admincp, you can disable email verification in the admincp though.

3. There is no vbulletin modification to get around why hotmail is filtering your emails either.

4. You can try the smtp options in the admincp as well.

There can be a number of things that hotmail is looking at to filter your emails:
1. Incorrect PRT record
2. Invalid hostname
3. Invalid senderid

This list can go on & on, its up to you to find out why they are filtering it.
