Coz you can in a channel itself.
Channels are linked to commands so command permissions resides in commands
So all your problem are fixed except the one for chatbox in vba ?

Your english language is utf8 on your forum ?? Then it's normal that uploading the english language file is messing things up.
English language is normally ISO-8859-1 which is what is set in vB by default for its language.
What have you done on your forum to make languages behave like that ? Coz you only tell things but not what leads to the problems.
