Yes, just run the upgrade script, but im sure your aware 3.7.0 is BETA and its NOT supported, run it at your own risk.

The folder move is fine, be sure to correct the url settings in the admincp after the change.

As for the config file, just make sure you keep a backup for easier refrence as the format is different in 3.6.x & 3.7.x from 3.5.x was.
