1. admincp --> forum permissions --> edit forum, you can use this to limit groups to view/post/search etc

2. Some of the things you are asking for here aren't part of the default vbulletin, i would suggest reading the users manual at vbulletin.com in the members area. Some things you can do with profile fields, the other stuff would need to be custom coded.
