About the new topic announcement, it is something that could be done yes but It wouldn't use the command system which might be a bit bad

Anyway this is not a feature I would develop right now.

About the rooms, no It doesn't add server load.

However, the way I coded it, to add a room you have to attach a command to it. So to create new rooms you would have to kinda modify the team command to make 5 different commends (replacing all "team" by another word should do it
