Go to the Phrase Manager in the AdminCP and use the Search in Phrases tab. Search for Phrase: "do not have permission to access this page" and it will show you that this language comes from the Phrase:

nopermission_loggedin

When you find this, there is an Edit button on the right which will permit you to change the contents of the message!

slappy is right, I am wrong, it is the nopermission_loggedin phrase. You mentioned template, I assumed you were after the error templates, sorry for not checking more vigorously.
