These are the only options I have under User Picture Storage Type, and at the top it says "Currently being served from database", without an option to change it.

Avatar File Path
This file path should be readable AND writeable by your web server (usually chmod 0777)

URL to avatars
(Relative to your forums home page)

Profile Picture Path
This file path should be readable AND writeable by your web server (usually chmod 0777)

URL to Profile Pictures

Signature Picture Path
