Have erasable message in the new thread type/text area (default text values)?

Greetings,

I'd like to have an erasable default message in the "title" whenever someone creates a new thread.

Example: "Did you search the forums first?"
Then the person that is trying to start a new thread has to over-write the default text with their own title.
