Oh wow. If there's not config.php file in your includes folder at all, then you need to get it from your vBulletin files, edit it with your datebase name, and your database username & password and upload it to your includes folder.

I don't know how it could have been lost when you uploaded this theme, since none of these files go anywhere but the images folder. Could have been an ftp glitch, but I've never heard of it.
