The $ua_sidebar_footbit can go in the forumdisplay template but future versions will allow for showthread sidebars so placing it in the footer makes the most sense if you plan to use that feature when it's available.

To add your blocks you go to Forums & Moderators >>> Forum Manager >>> Edit any forum you want then scroll to the bottom the fields will be there.
