how would i make it so refers do not count unless the person who was referred verifies his email??

say that if a user was referred to the site but is still in the user group ( awaiting email activation )

then it would not count on the persons account saying he referred someone untill the person referred verifies his email and is moved into the normal members user group

???? any idea anyone anyone ????

cause I'm offering a really good special on my site based on referrals and i think that some people are trying to abuse this flaw in vb
