Use the search bar and put in "background", select "All Mods" and then "Titles Only" and you will get a ton of mods where the background is modified. I'm sure you can take one of those and change it to fit your needs. It isn't as simple of a coding job as it sounds since users need to input the url in an exact format or the color code in an exact format. What you do when the user does not enter the url or color code correctly is going to be the challenge. But, look at some of those mods and see how they deal with the issue.
