I have to agree with you. If we as webhosts arent supposed to have access to our client's files, then why do programs such as cPanel allow us to? Simply put nowdays the nullers for vBulletin have gotten really good and have gotten it to the point of of it "generates" a license key so it appears that they have a valid version of vBulletin. As said above the best way is to report it to vBulletin and if it is nulled then you would be notified (as long as you own the server. if you don't then your company you rent the server through would be notified).
As far as people who had nulled licenses and then turned around and bought it, I doubt they wouldn't update it for fear of vBulletin going after them for having a nulled copy on their websites.
