Don't mistake AOL Proxy Servers as anything like an Open Proxy, or something that the AOL user has any control over. I have no clue how the AOL system works but tracking IP's on AOL is pointless IMO. I gave up of checking AOL IP's quite some time ago.
The only way of finding out if it is feasable for these two states to show up on the same AOL-IP is to find out what states the IP-Blocks actually cover. That may be more difficult than it sounds, maybe impossible without assistance from AOL (unlikely).
Another way to find out is to install a cookie when they connect, and see if both individuals are sharing the same physical machine.
AE Detector may be of assistance, but still may now give you an answer.
