Uhmmm Stifmeister where the heck do you edit permissions?

Can't seem to locate anything in the ACP, though at this stage of my vBulletin education it's a place off the edge of the World. One of my other Admins is screaming at me not to change anything

They are in the "Usergroup Manager", just edit every user group and give them the permissions you want.
