What do you mean a fortune? This is a semi-light web cluster for a big board.
It is a flat price up to 22 or 48 servers. Probably it will cost him something like 600$/month for his connection.
He is doing collocation for sure and 600$/month is the price of 2 decent servers.
Collocation is the way to go when you run a big board, you will save a ton of money.
