Just the instructions of #2 alone won't affect the border itself since the fix was to address the .tcat image stretch. I think what happened when you moved the borders down to the .page class the header and footer were not affected. Though, that mod from vB.com should have resolved that issue.

Can you please post your (current): 1) header and 2) navbar codes. Also, post your 3) body and 4) page CSS definitions.
