Yes that's correct. An Internet Service Provider (ISP) is allocated a range of IP Addresses. The message shown to the user, when their IP Address is being blocked, is explicitly stating "Internet Service Provider" because some surfers will not know what "IP Address" means. The message can be easily configured to suit personal requirements.
