I can't use the .htaccess file as mentioned above, because my host won't allow it for security reasons? The file gets edited out with #'s and a statement that it's not allowed. I don't understand why they are blocking .htaccess files also. Your host is pretty strict

If that method isn't allowed, you also won't have any (virtual) php.ini access also and there are no other methods. The only thing you can do is contacting your host and ask why they aren't allowing it as it's not a normal security measure a lot of hosts are using.
