CHMOD set the priviliges on the folders to let the server and/o users write/read etc...
I presume that you used something to FTP (copy) your files up to your server? Well you may be able to use that program to CHMOD the files/folders.
Start your ftp program connect to your host find the file/directory that needs chmod'ing and right click it. You might see an option to chmod or see the properties

I use cuteftp or smartftp for this.
You may also be able to do this step in your hosting control panel via the file manager.
