everything is possible with no problem...

ebux was replaced by a well performing points/cash system called vbcredits (http://vbcredits.com) and the other features are freely available here once you are licensed at vbulletin.com... we have at least 2 arcades systems with more than 1500 games each.

for the user tags, they are integrated features in vBulletin (ranks), and there is a list of good chatboxes depending on your needs.
