If it's not on the "Open File Directly in Browser", it should open in a new window normally. What browser are you using? Also give it a try in another one.

I don't know what could cause such a random error. If it happened to the attached images, it could be the problem CyberRanger sorted out, but for uploading files the 666 chmod is done correctly. Also you are talking about random errors, so it can't be a chmod problem (or even a PHP problem). Those errors wouldn't be random occuring then, but always.

Can you check your Apache error log? Are there any (related) errors with downloads.php?

That's already possible, just use the usergroup permissions
There's a per usergroup setting to control the amount of downloads.

Normally you can just set the download delay in the settings, or use the usergroup permissions to set download delays per usergroup (which is overwriting the overall setting). It's checking the username AND the IP already, so it should work.

They're probably using the PHP PDF functions to do this or another PHP class (there are more of them). This isn't an easy to add thing as it requires some special functions (or a separate class) and it's a pretty load to include this in DownloadsII as it won't be used by a lot of people. It could be something for an add-on.

You can also make your copyright and distribution rights clear at the top of the PDF with your site url etc. and send a mail to those sites.
