I'm assuming your using Photoshop. select the layer in the layers palette then goto the top menu and click Image >> Mode. You'll notice that there's a tick beside Indexed colour, change this to RGB and you'll be able to edit/add anything. that said, you could have still created a new layer (which it automatically does anyway) and add the text on top and then save the image to the desired format.
