Know it's possible:
Have separate usergroups for different levels of access POSSIBLE
Have separate forums for different usergroups POSSIBLE

Need to have:
Mailing list of all users in the "Judges" usergroup that is accessible to everyone in the "Marshal" usergroup POSSIBLE
Some sort of form that people in the "Judges" usergroup can fill out if they want to judge a particular event. This will then add their name to the list (viewable by "Judges" and "Marshals"). Once the desired number of judges is reached for an event, no more will be added. POSSIBLE, but not a simple mod
