Could someone find a way to limit all attachments uploaded PER POST? instead of the current quota adding all attachments together.

In case there is another way to get what I want here is the context.
My users upload documents for others to download, edit and re-upload. Some are very inexperienced at resizing graphics etc. Would like to pressure them to learn size control (my site is a learning community).

I have to leave the quota quite big as we do have a lot of attachments flying around. But the quota as a total as it is right now, just means some users keep chucking about unecessarily big files others find hard to handle and I've no way to prevent it.

Could you let me know if this is a difficult thing to set up?
I can insert bits of code if told where exactly to put it.
