What you can do is create a new usergroup for regular members and call it say "Full Registered Members". This should be created based up on your Registered Members usergroup. Then rename the original Registered Members group to "Newly Registered members" and adjust the permissions in it to make all posts go to the mod queue first for approval. Then create a promotion that will move users into the Fully Registered Members group upon the sucessful posting of x number of posts/threads.

This works really good at keeping trash from the public eyes of your members. Basically all new registered members will get modded posts until x number. Once they reach that they will be automatically moved into the Fully Registered Members group which is the copy of the "original" group and life will be good.
