Its a VPS, meaning more then likely your sites activity is not playing a major role in the loads, perhaps their is another user on the machine causing the loads. That is the problem with VPS's is its really just a glorified shared hosting account. Costing you more, but not giving you as much benefits. (Depending on the Host really) and how they divide a server up.

I would contact your host and have them see who is eating up all the resources,.
