just because you lower the number of allowed PM's to 1, that doesn't mean it's going to clean out his box and leave your "banned PM" message in the inbox. He won't be able to receive anymore from you or anyone else if his box has more than 1 PM in it.

I would suggest sticking with email, or write a conditional template element that informs the user that his ass is BANNED!!!!!!
