I saw this once. Trying to remember where. It was more along the lines of your server only allowing X amount of things to occur. Um......... damn.
If I'm not mistaken, its an issue with your web host. They most likely can just change the value. Not positive though. Normally I don't reply when I'm this "unsure" of myself, but figured it wouldn't hurt you any if you fired an email or support ticket off to your webhost saying something along the lines of................

Fire something off like that to them and see what they say. Hopefully someone else jumps onto this thread and might help more than that, but I feel like I experienced this when I was with a new host and was forced to leave them due to their limitations.

Very similar issue. Different but the same. And MrZ says to check php.ini which basically tells you what your server has setup. So you definetely want to contact your host.
