Why we don't have a SECTION or SubForums regarding to safety?

- .htaccess/.htpasswd
- MySQLs BackUps
- Full Backups

But I know a guy who threatens me to hack my site because he wants to charge me 350 usd for 3 hrs work! [I didn't request the changes, can prove it!]
