Hostgator is acting 200% within there rights here.When you signup online you must provide your info
EXACTELY AS IT APPAERS ON YOUR CREDIT CARD hostgator thinks your order is fraudelent and asks for more evidence it is not that they received a payment for the account is not enough evidence you are actually who you say you are ... hostgator probably wants a scanned passport / driver licence or other official identification proof again this is completely normal to ask they did nothing wrong
