vBulletin Options -> User Registration Options -> Default Registration Options; Automatic Thread Subscription Mode
- Setting this will make it default that all newly registered users automatically subscribe to their threads

AdminCP -> Maintenance (Very bottom) -> Execute SQL Query -> Automatic Query Dropdown; Look for "Do not subscribe", "Subscribe with no notification", etc.
- Setting this will change all currently registered users to whichever subscription type you choose.

UserCP -> Edit Options -> Messaging and Notification; Default Thread Subscription Mode
- This is the process for registered users to change their subscription mode.
