aint really a fool proof way because if his ip aint static he will get a new one so means u would have to ban the range blocking out legitimate members.
would mean u would have to ban his account then close registrations so he cant re-reg or you could always approve new registrations to the board but is it worth all this hazzle.

Anyway if you are certain its illegal what he is doing then get in touch with his isp to threaten him
