vb.org Archive - View Single Post - Time Not Displaying Accurately

I have double-checked the settings for both my user account and admin settings, and for some reason vB forum index is still saying this at the real time of 1:02am:

All times are GMT -4. The time now is 09:01 AM.

Firstly, why does it say all times are GMT -4? I have it set as default to GMT -5 and also have it set to GMT -5 in my user control panel!

Secondly, it seems to be a minute off, and a few hours because it's GMT -4!
Anyone know why? I am using PHP 5 by the way.
