What part of the cookie setting did you change?

Did you delete the cookies from your browser and re-launch the browser?

You can upload the tools.php file from the do_not_upload folder of the vb download and upload it to the admincp and run it fro mthe browser and reset the cookie setting or you can change the cookie setting that you edited in phpmyadmin in the settings table.
